The Need	A predominately Black crowd was made to suffer more acutely after a natural disaster triggered a failure of water retention systems, causing their houses to flood.   They needed rescue from rising water.  They needed food and water.  They needed shelter.  They needed public safety	In Atlanta and several other "Mission Accomplished Cities" a predominately Black group of people are in desperate need of employment.  The Congressional Black Caucus set out a "life line" to these people.  Compelling "Consumers of Labor" to come into a marketplace and purchase the labor skills and services that were being advertised by the CBC's constituents
The Characteristics To Appraise The Efficacy Of The Rescue	The Number Of People In Need The Timeliness Of The Response The Geographic Dispersion / Density Of The Targets Needing Rescue And The Ability For The Rescue Effort To Map Out A Coverage Plan The Comprehensiveness Of The Response As Shown In Vehicles and Personnel Allocated	How Many Black People in these "Mission Accomplished Cities" are in need of a job? What Is The Timeliness Of The CBC Response - In Relation To The POWER That They Have Amassed Over Time Per The Direct Investments Of "Equal Black Ballots" and "Black Community Development Consciousness" Hope That They Have Received Over The Long Run? What Is The Gap Between The Level Of Job Opportunity That SHOULD HAVE BEEN Created Per Their Promises Versus The Number Of Vacant Slots That Are Being Offered Up? If We Take A Sample Size Of 400 People Who Appeared At The Job Fair And Then Follow UP With Them 6 Weeks From Now - WHAT IS AN ACCEPTABLE PERCENTAGE Of Them Having Found Employment To Believe That This Was An EFFECTIVE Jobs Fair?
The Pre-Existing Conditions	New Orleans was a poor city.  The people were disproportionately of "The Least Of These" Class.  They needed protection.  It appears that it was wrong to assume that they had certain competencies within their ranks to remove themselves from the flooding risk.  In addition - with the city having known vulnerabilities the public policy that was put forth by the city leaders placed these "Vulnerable Masses" at direct risk as lands that would be banned from development in most other cities due to "flood plane" regulations were opened for development to accommodate the demand for housing in New Orleans. The Local, State and Federal Evacuation plan grossly failed when put into place in a real event.	The Presence Of The Black Racial Services Machine -- Political Entity over these "Mission Accomplished Cities" IS THE "Pre-Existing Condition". They owe their existence in power at every rung of government because of the "Bayard Rustin Black Community Development By Voting Democrat" Plan. Since there is no transparent entity within the Black community independently measuring the EFFICACY of this scheme - Black people are still catching the flue as America catches a stuffy nose. In short the INFERIOR POSITION of the Black Community has not budged - only the pocket full of Black Equal Ballots have been unloaded. The goal of increasing the "Black Community Value And Wealth" clearly has been stunted.
The Verdict From The Black Racial Services Machine - News Media Arm	GUILTY!!! Racism, classism and incompetence were the reason why so many Black people were left vulnerable during the post-Katrina flooding. This event was used as a platform to discuss RACISM(!!!) and marginalized Black economic and academic conditions in America. America had applied "benign neglect" and "corporate abandonment" upon the majority Black City of New Orleans.	If the morning after reports from the "Black-Wing Talk Radio" is any indicator - they are singing the praise of the Congressional Black Caucus. You see they operate upon the "Length Of One's Check List".     "What Have YOU Done For Black People" is the main indictment used against critics of the Black Racial Services Machine.   One only needs to pull out a long list of "check list items".  There is no attempt at measuring this list with regards to the PROPORTION of the Problem. This is done mostly for "patting on the back" purposes. Later on at some banquet that is put on for their own benefit - a bunch of self-congratulation will be seen as the introductory speeches will itemize this check list. Unlike George Bush's enumeration of helicopter sorties run during Hurricane Katrina - they will not ask "DID IT WORK despite the long list?" In summary there is no desire to align the NEED with the INTENTIONS.  Only INTENTIONS matter.
The Verdict From The Black Racial Services Machine - Elected Political Official Arm	They, the policy makers put "George Bush Don't Like Black People" at play in the political realm. The gross incompetence that was seen in yet another "Mission Accomplished City" - not a Republican in power anywhere - was expertly shifted into an INDICTMENT of the Republican White House. With the Black population eroded - a new White (Democratic) mayor has been elected with more White (Democratic) city council members in place as well. Chocolate City is now diluted with cream.	I would not be surprised if the CBC official photographer tagged along with his new 20 Mega Pixel camera, taking pictures that will be used in their 2012 reelection campaigns. "I Care About Black People - Look At The Length Of My Soup Line" - should be the campaign slogan for John Lewis, Maxine Waters and John Conyers. Again - I must point out the irony of hearing Rep Maxine Waters asking the Black crowd to UNLEASH her on the President.  She knows that there are operatives "Black Attack Sheep Dogs", waiting to bring her back into line if she DARES promotes 'Black Permanent Interests" in Employment over the Protection of Obama.
The Reaction By The Black Rank & File	"We All We Got" t-shirts Katrina In 2005 Bush and the GOP tossed out of Congress in 2006 using a Black Progressive-Democrat lead "Remember The Alamo" campaign.	As the Black Rank & File can be heard taking sides between Obama-Sharpton-Joyner and Smiley-West with Maxine Waters opened up as a new front of attack for disloyalty - there is a grand failure of perspective. THE ENTIRE LOT OF THEM need to be PUT ON TRIAL.   They got into power per their ability to convince the Black Rank & File that the investment of our Equal Black Ballots and the FUSION of our "Black Community Development Consciousness" onto this channel would lead to our prosperity.

With all due respect - as I drove past the event yesterday at the Atlanta Metropolitan College off of "Metropolitan Parkway" I was made to think back to the East Point Georgia Housing Authority voucher give away.  The primary difference between these two groups of people is that the job seekers had more cars, thus causing a massive traffic jam.

I DO NOT FAULT these people who are "Desperate For Jobs".  I thank the Lord that I am not one of them.

STILL until the masses of people KNOW THE LEVEL THAT OUR COMMUNITY SHOULD BE OPERATING AT, now that the key INSTITUTIONS are in "favorable hands" they are going to continue to see a carrot dangled in front of them as NEW OPPORTUNITY.

INSTEAD they need to look at all that they have INVESTED and then begin to ask their "Brokers" - WHERE IS MY INCREASE based on my loyal investments.

With the Corrupt Black Progressive Press oriented as such YOU SHOULD NOT EXPECT SUCH AN INSPECTION FROM THEIR RANKS.

You are going to have to KNOW YOURSELF, what your worth is and then begin to enforce the INTEGRITY there in.  

The #1 recommendation is to "Push The Coin Changers Out Of Our Consciousness Temple" where they molest our interests as they project concern.
